The National Institute of Mental Health (NIMH), a division of the National Institutes of Health (NIH), spent $823,200 of economic stimulus funds in 2009 on a study by a UCLA research team to teach uncircumcised African men how to wash their genitals after having sex. The genitalia-washing program is part of a larger $12-million UCLA study examining how to better encourage Africans to undergo voluntary HIV testing and counseling however, only the penis-washing study received money from the 2009 economic stimulus law. Because AIDS researchers have been unsuccessful in convincing most adult African men to undergo circumcision, the UCLA study proposes to determine whether researchers can develop an after-sex genitalia-washing regimen that they can then convince uncircumcised African men to follow...
The studys lead investigator Dr. Thomas J. Coates was the fourth highest-funded researcher in the country in 2002 and is currently conducting HIV research on three continents. CNSNews.com asked both Coates and NIMH the following question: The Census Bureau says the median household income in the United States is $52,000. How would you explain to the average American mom and dad -- who make $52,000 per year -- that taxing them to pay for this grant was justified?
Coates, who was unavailable for comment, directed CNSNews.com to ask grant-related questions of his assistant, Darya Freedman, who did not respond. The NIMH also declined to respond to CNSNews.coms question.

Advancing Global Health through Ambitious and Sustainable Programs
Global Health programs have been central to US foreign assistance in recent years, and stand out as examples how initiatives that include bold targets and results-driven funding can save lives and transform development paradigms.
In the coming year a series of new initiatives could dramatically strengthen US global health programs. The Obama administrations announcement in May 2009 of a Global Health Initiative, efforts by the US Congress to reform foreign assistance and potentially re-write the foreign assistance act, and international efforts to expand global health initiatives and better coordinate global health aid all portend change.
In the US, a coalition of global health advocacy organizations has come together to consider how US development assistance for health should be structured in the future. Organizations focused on HIV/AIDS and infectious diseases, child health, maternal health, sexual and reproductive health and rights, health workforce, neglected diseases, and comprehensive primary healthcare have all joined in this process. Breaking down silos that too often prevent coordinated advocacy efforts, we hope to present a progressive vision of what the next phase of US global health support could look like, including:

Ambitious scale up of US assistance for health that saves even more lives through new, innovative programming.

New resourceswith the US contributing its fair share to effortsrather than taking from one area of promised support and giving to another.

The US to lead the world to reach the health MDGs and do so in ways which build access to comprehensive primary healthcare and provide a rights-based approach to health for all people.

Reform of US foreign assistance to ensure it is outcomes-driven, based on results for those most in need, and ambitiously aimed toward universal access.

GORD I hate public health weenies.
Think of the mind that thought up such a study.
I have no liking to Michelle Obama, however, the photo of her is disgusting, and I hope it is removed. It is just fodder for the democrats. liberals, progressives, or whatever, to use against conservatives, who should have more of a sense of decency.
This must be some of those stimulus jobs we’ve been hearing about! Some are hand, some are blow.
