This is getting very close to 50%. When more than half the people Strongly Disapprove you are looking at an electoral blow out. The people with strong opinions are the ones that are going to show up and vote. GOTV is just for getting a higher percentage of your sides the kinda-sorta approves to the polls. But if the other side has 51% locked in no matter how much GOTV you do it can only have impact locally. State and nation wide races are out of reach at that point. Outside a few inner city districts, where they can cheat up 110% voter turnout, the dems are on their way to being toast.
Now if the GOP can take advantage of this is another matter.

How many of the disapprovers are militant Leftists who are upset over what Obama is doing to Democrat prospects? Just because somebody doesn't approve of Obama does not mean they will vote Republican.

Good point. GOTV is still going to be important for races in states like mine, and in districts like mine - that are purple/blue.
