A 23-year-old illegal immigrant from El Salvador who was living in Leesburg will spend the next 35 years in prison for brutally raping his 4-year-old family member.
No child anywhere in the world should ever be subjected to this sort of crime, Judge Burke McCahill told Carlos M. Ruano just before sentencing him in a Loudoun courtroom Aug. 27.
Ruano pleaded guilty March 22 to raping a victim younger than 13, a Class 2 felony. The rape occurred Nov. 29, 2009.
In exchange for the guilty plea, prosecutors dropped a June 1, 2009 sodomy charge in the case, which also involved the 4-year-old child.
He faced a maximum sentence of life in prison.
However, state sentencing guidelines recommended that McCahill sentence Ruano to eight to 17 years in prison.
Loudoun County Assistant Commonwealths Attorney GiGi Lawless urged the judge to deviate above those guidelines because of the nature of the crime.
Lawless described how Ruano initiated sexual encounters with the toddler about 12 to 13 times and then had intercourse with her four different times.
She said the victim was still almost a baby during the Nov. 29, 2009, rape Ruano was indicted for, which included using a metal fishnet as a weapon against her.
The fishnet was one used to scoop fish out of a tank, and Ruano repeatedly hit the 4-year-old with it during the rapes, Lawless said.
When the girl would complain of pain, Ruano would stop and play with her for awhile before continuing, Lawless said.
This is the person this defendant is, Lawless said. He is a child rapist.
Earlier in her argument, Lawless said Ruano came into the country illegally, first residing in California, then moving in with a family member, the toddlers mother, in Leesburg.
In a psychiatric evaluation, Ruano admitted to having sexual thoughts about the 4-year-old well before he acted on them, Lawless said.
Ruanos attorney, Public Defender Kelly King, asked McCahill to sentence her client within the guidelines.
King said Ruano was sexually assaulted for years by his stepfather.
Hes never been taught what an appropriate relationship is, she said.
King also credited Ruano for being honest during his psychiatric evaluation, making him someone who could be rehabilitated and would be a low risk of reoffending once his prison sentence was over.
Ruano asked McCahill to give him a chance to get out of prison and get professional help.
I want you to know that I recognize what I have done, Ruano said in Spanish through an interpreter. I am willing to pay.
In the end, McCahill sentenced Ruano to 60 years in prison with all but 35 suspended. Indefinite probation will follow his release, and Ruano will be turned over to U.S. Immigrations and Customs Enforcement for possible deportation. He will also be required to register as a sex offender.

I hope his fellow inmates make his 35 years a living hell. Even hardened criminals are repulsed by this sort of crime.
Only way it will be served is if the Code is followed in prison.
Pass out pamphlets to all the inmates explaining what he did.
Most, if not all prisons, segregate sex offenders. Your local sex offender registry is filled with the scum of the earth, who survived quite well, having served time.

US extends TPS for Salvadorans
The US extended Temporary Protection Status (TPS) for 217,000 citizens of El Salvador, permitting them to legally work in the country until March 2012. The announcement, published Friday in the Federal Register permits the beneficiaries to reapply for the extension within the following 60 days by paying a fee of $450. The extension does not apply to Salvadorans who entered the US after 13 February 2001. TPS was extended to thousands of Salvadorans for the first time in 2001 after the disastrous earthquakes that occurred in their country that year.

El Salvadors Vice Minister for Salvadorans Abroad, Juan Jose Garcia, said that there was a 5% drop in the number of Salvadorans deported back to their country in June of this year in comparison with the equivalent month of 2009. However, the number of deportees returning by land increased 23% overall last year. Of the 11,481 Salvadorans deported from the United States so far this year, 4,590 had committed one or more crimes in the United States.

Typically, they are from rural households, and they find employment in the low-wage service sector and in construction.
According to data from the 2000 census, the foreign born from El Salvador have the lowest high school graduation rate (34.8 percent) among Central Americans, and are the least like among Central Americans age 25 and older to hold a bachelor’s degree (4.9 percent).

The Commonwealth doesn’t need to spend the thousands of dollars to keep the guy in prison for 35 years. There’s a very simple .38-caliber solution for this, applied to the back of the head. Or, hell, rope’s cheaper than a revolver, and there’s plenty of trees in Loudoun County. Then bury him under the tree and count him as a carbon offset courtesy of El Salvador. (Either way, bill the government of El Salvador for all expenses involved.)
