Western forces fighting in southern Afghanistan had a problem. Too often, soldiers on patrol passed an older man walking hand-in-hand with a pretty young boy.

As a cultural tenet it's certainly not new. T.E. Lawrence and other Brits that served in Arabia during WWI, noticed behavior that has some similarities to this.

What's wrong here is the statement:

"The soldiers didn't understand." All of this was so disconcerting that the Defense Department hired Cardinalli, a social scientist, to examine this mystery.

Not understanding that this exists makes one wonder what else they've missed.

Actually, I’m told that’s only two thirds of the proverb. In full, it’s: “Women for children, boys for pleasure, goats for sheer ecstasy.”

In the article, they mention that as an old Afgan saying, Muslims are a very different breed of cat entirely.

“Even after marriage, many men keep their boys, suggesting a loveless life at home. A favored Afghan expression goes: “Women are for children, boys are for pleasure.”
