The bodies of the four young men were discovered early on Sunday, hung upside down by their feet from a bridge near a wealthy area of Cuernavaca, a leafy city about an hour outside Mexico City, where many of the nation's elite own homes.
The victims' genitals, index fingers and heads had been cut off, according to a statement from the attorney general's office in Morelos state, which includes Cuernavaca.
Their heads and genitals were found nearby, along with a handmade sign, the statement said.
"This will happen to everyone that helps the traitor Edgar Valdes," the placard read, referring to a leading drug capo whose real name is Edgar Valdez.
It was signed C.P.S., the initials for the South Pacific Cartel, a relatively new drug gang that has claimed responsibility for other gruesome killings.

Mexico leads the world
Mexico City OEM The President of Grupo Multisistemas de Seguridad Industrial, Alejandro Desfassiaux, stated that in Mexico, there exist three principal crimes: Robbery with violence (assault), kidnapping and narcotics trafficking.
Upon conducting a study of the subject, he is sure that Mexico has the highest number in the world of assaults and kidnappings. He established that of all the methods of robbery, 50% of them are by violence. He recorded some 8,000 kidnappings this year committed by armed groups under the command of drug cartels.
The study revealed that the states having the most assaults are Sinaloa, Chihuahua, Distrito Federal, San Luis Potosi, Nuevo Leon and Veracruz. This is counting the assaults taking place between April and June of this year.

Depraved gringo captured
Mexicali A disturbed individual who, in Los Angeles, kidnapped a 13 year old mentally handicapped girl and took her to a hotel where, over several days, he imposed his passions upon her, was arrested here in Baja California.
He tried unsuccessfully to blend into the population unnoticed despite being huge and ugly.
The pervert was identified as Robert James Ruiz, 46 years old, who has a long criminal history such as trafficking in narcotics and attempted murder.
United States authorities had asked for his location and capture.
Yesterday, Agents of the State Preventive Police spotted him walking around without a shirt near the International Border and due to his physical stature and having a body covered with tattoos, there was no doubt about his identity.
International Co-coordinator, Alfredo Arenas Moreno, said that U.S. Marshalls had put out an attempt to locate on Roberto James and said it is known that he had fled to La Baja.
Arenas said that Ruiz had raped a minor in a depraved manner in a hotel room in an unspecified location in California.

Not a pretty picture. Sounds like your typical 3rd world he!!hole. No rule of law, just gangs and warlords ruling the landscape This is the culture and mindset that’s crossing the border.
We past that point decades ago. The Mexican government is just as corrupt as our government which is why you see a ramp up of activity south of the border and they're bold enough to want to spill the violence on this side of the border. The governments on both sides of the border may be so corrupt that they're actually quietly encouraging the violence.
I’ve been saying that for a long time!!
And look what you have to go through to fly. It's laughable.
He made great wine!
That is just so WRONG. It should be "This will happen to everyone who helps the traitor Edgar Valdes"
Yes. We not only need to seal the border, right now we need to actively protect it.
If we made this a true military mission, we could do it. We’d need to develop speccialized training, plans and maybe even equipment, then rotate units in there for a couple months at a time.
There is a WAR going on in Mexico and it is about to spill over into our countries. And our government does nothing?
Sounds like Mexico could be bringing their war to us. Imam Obama, his Regime, and the schmucks in Congress better wake up or take time out of their corruption and power grab to seal the border with forces to protect the USA.
I imagine they’ve got their eye on Sheriff Arpaio if Holder’s “Dept. of Justice” don’t hang him from a bridge first.
Mexico: because every planet needs an anus.
Interesing how most other countries in the world have no problem understanding when their border security requires military intervention. Example:
Tracker: Saudi Arabias Military Operations Along Yemeni Border.
Ya know, they can call this a drug war all they want. To me, this mess has Civil war written all over it.
I pray that you’re not holding your breath waiting for the Regime to do something right......
Better just make sure you have the weapons and ammunition to protect yourself and your family.
Yes he did. I have a bottle autographed by him to me. The wine is gone, but I’ve kept the bottle.
When one is looking at other countries for ways to combat a problem, it just shows how far off the beaten path we’ve gone. We used to be a leader when it came to problem solving. Those days are gone.
I heard Obama is helping Edgar Valdes...
I heard the same thing, 2 sources, must be true!
What a mess. Mexico, at least the border region, is starting to look a lot like 1980’s Colombia.
“...if they dont do something with the drug cartels, we will.”
.
Do what? Don’t you think that that requires for government to grow a pair?
