Obama signs emergency bill to halt teacher layoffs

WASHINGTON (AP) -- Summoned back from summer break, the House on Tuesday pushed through an emergency $26 billion jobs bill that Democrats said would save 300,000 teachers, police and others from election-year layoffs. President Barack Obama immediately signed it into law.

Lawmakers streamed back to Washington for a one-day session as Democrats declared a need to act before children return to classrooms minus teachers laid off because of budgetary crises in states that have been hard-hit by the recession.

Republicans saw it differently, calling the bill a giveaway to teachers' unions and an example of wasteful Washington spending that voters will punish the Democrats for in this fall's elections. The legislation was approved mainly along party lines by a vote of 247-161.

The aid for the states is to be paid for mostly by closing a tax loophole used by multinational corporations and by reducing food stamp benefits for the poor.

Obama, joined by teachers at a Rose Garden ceremony earlier in the day, said, "We can't stand by and do nothing while pink slips are given to the men and women who educate our children or keep our communities safe."

The Senate narrowly passed the measure last Thursday, after the House had begun its August break.

The legislation provides $10 billion to school districts to rehire laid-off teachers or to ensure that more teachers won't be let go before the new school year begins. The Education Department estimates that could save 160,000 jobs.

Everybody else is losing their job or getting their hours, salaries, and benefits cut. Others have no job at all. Why are teachers exempt from the suffering? I’m out of work but am expected to continue to pay taxes to keep my house. This money extracted from me means that I have to do without basics. My money is going for teacher salaries (including pay raises), pensions, and healthcare. I have none of these. How is this legal?

It is already pretty hot here in AZ. :) I think someone will have to vote to approve maintaining the tax. Since teachers aren’t going anywhere and retirements aren’t getting any smaller, we’ll not see the tax go down.

It's for the illegal alien children. At least here in AZ. Where they just bilked us for higher sales taxes "for the illegal children."

It only protects unionized government workers to ensure a flow of union dues that will be skimmed to finance Democrat campaign coffers. Obama/Reid/Pelosi had to push this through as an "emergency measure" to ensure the money is available in time for the November election campaigns.

I have to pay a $25 “academic fee” to get my son’s schedule for first grade...what will it be next year or in three years when all three kids are in school...It’s the school district’s “blank check”...

this is one of the biggest frauds this administration has put out there.

If school districts are having trouble paying salaries, they simply raise the school taxes of their district.

But now, my district’s residents will be paying for teachers somewhere else.

There were NO layoffs pending anywhere in my area, how about yours, or anywhere else? I haven’t heard of any school district unable to raise taxes to avoid any “layoffs”

Yet, the soon to be dinosaur media will repeat the lie.
