The pages posted are located in the link provided. There are over 100 pages in the released documents regarding Mr. Soetoro’s US State Department applications for a visa.
Stanley Ann Dunham knew she was in a fix when her child was born outside the U.S. She risked having his entrance into the U.S. barred and a lifetime of complicated paperwork in order to travel in and out of the U.S. Together with her parents she conspired to feign the birth of the child on US soil so as to avoid the lengthy and complicated process of acquire citizenship for the child. The process was rather simple. They placed a couple of announcements in local papers to imply that he had been born in Hawaii. When mother and child were well enough to travel, they returned to Hawaii, acquired the certificate of live birth, and have perpetuated the myth until this day. If they lied to get a certificate of live birth in order to falsely claim citizenship, doesn’t it make sense that they would continue to lie in order to perpetuate the first lie? This document means nothing except that they were able successfully to pull off the original lie. The absence of the birth certificate continues to point to the original fraud.
I think this is important and worth noting.
If you read the entire file of documents to understand how they were going about things, one would conclude that most likely the information in this memo was obtained by calling Ann and asking her, and then looking at the INA statute and typing out the memo to file.
There is no reason to think anyone contacted the State of Hawaii vital statistics department to actually see any original documents.
And doing that would have been beyond the scope of what they were trying to figure out. They were trying to determine whether Lolo should be granted a waiver or extension of his visa. Part of that is trying to understand his family situation.
As one can see in the file, most of the relevant information they got from talking to Lolo or to Ann or communicating with the people at the center running the foreign exchange student program.
What letterhead was this written on? If it was governmental it would be identified on the masthead, and the author of the “letter” would be identified by his title or position.
This looks pretty bogus.

First, because he doesn't have to. Second, it is far more useful to let his enemies (us) continue to tilt at windmills.
I would be curious to FOIA all of the documents typed up by William Mix one year prior and one year after this letter... and determine if a substantial number are missing the 1 and the l keys...

Of course not, single documents seldom do. On the other hand, I have seen no document that supports the notion that Mr. Obama was born anywhere other than Honolulu, Hawaii. Forgeries do not count.
It is possible the officer is still alive and might be located. It is easy in most INS offices to contact state vital statistics via telephone to a liaison who would input a request to verify birth and reply that they have a record or not. That is usually just a look up in the index by the state official and not a look at the original files or records. In case of suspected identity theft, however a long form would likely be requested by INS or at least the info off of it. That is why the long form is of such importance.
The value of this letter IMHO is very little, as even if Hawaii was called and they had a BC it could still have been manufactured by grandma or other non-hospital witnesses.
