The following procedure would help stop this type of activity. Strip him naked, tie him face down on a cruciform block. Then in front of him place a large cardboard concealing behind it a Mexican flag. Then lift the cardboard, expose the flag, and give him one massive blow with a cat-o-nine tails. Then lower the cardboard again concealing the flag. Repeat the above procedure 25-50 times. It is doubtful that he would run with a Mexican flag another time.
