Moscow arms against nuclear attack

Nearly 5,000 new emergency bomb shelters will be built in Moscow by 2012 to save people in case of potential attacks.

In the last 20 years, the area of air-raid defense has been developed little, and the existing shelters have become outdated. Moreover, they are located mostly in the city center, which makes densely populated Moscow outskirts especially vulnerable in the event of a nuclear attack In order to resolve the issue, the city has given architects a task to construct a typical model of an easy-to-build shelter that will be located all over the city 10 to 15 meters underneath apartment blocks, shopping centers, sport complexes and parks, as in case of attack people will need to reach the shelters within a minute.

Consider ... the unilateral disarmament of the United States brings the calculus of a first strike attack back into the realm of possibility. Adversaries consider again civil defense as a mitigation strategy to survive an attenuated US response and achieve a win with “acceptable” losses.

I would guess they are taking precautions against an attack from one of the ‘stan countries, or the middle east. Seems prudent to me, the genie is out of the bottle, and there is a non-trivial probability of non-state actor detonating a nuke in my lifetime. Non-proliferation can’t work perfectly, forever.

I do not think that the stan” countries pose a threat. The reason why many of the stan’ countries are under Moscow’s sphere of influence. The Middle East is not a threat because most of them get their weapons from Moscow.

I agree, and should have taken the time to say what I meant more clearly. The attack will be a non-state actor, who is either based in or comes through a 'stan country. Could come through Chechnya, Georgia, or a Baltic state, too. The Norks might be behind such an attack, but no state/country is going to want to be associated with it - Russia will exact revenge.

Chechnya and Georgia pose no threat because there are no nuclear weapons there.If they are there, they will be under control of the Russian armed forces All nuclear weapons in the ‘stans are in control of the Strategic Rocket Forces.

Most of Iran’s weapons are Russian or Chinese made. Their reactors are designed by Russian.

The biggest arms customers of Russia and China is from Iran. Iran even sends their officers to be trained in Russia.

So what? Up until 22 June 1941, Russia still supplied Germany with raw materials and foodstuffs. If Iran could take out Russia, it would. Why not? You don’t think they might harbor some anger over the way Russia has treated Muslims in the past?

They could always target our carriers and their ports,,,

That would break the back of the USN,,,

I have always said that the United States engage in the same process of building civil defense shelters.It would speed up recovery after an attack.
