Mexico applauds lawsuit against Arizona
[snip]MEXICO CITY – Mexico’s government on Tuesday said it approved of the Obama administration’s decision to file a lawsuit challenging the constitutionality of an Arizona law cracking down on illegal immigration. U.S. President Barack Obama’s decision complements the on-going actions against the SB 1070 law, the Mexican Foreign Affairs Secretariat (SRE) said in a press release Tuesday. A group of civil organizations appealed the Arizona law on June 22, an initiative backed by the Mexican government as Amicus Curiae. The SRE acknowledged the sovereign right of all countries to adopt their own laws and policies and to implement them in their territory. “However, when a legislation like the SB 1070 law can potentially affect the human and civil rights of thousands of Mexicans, the Mexican government’s duty is to protect the rights and dignity of its fellow-citizens,” the SRE said, adding that it would follow up on the case regularly.

Costa Rica’s parallel to the Arizona Law does not trigger lawsuits
This past weekend Costa Rican officials arrested 72 Nicaraguans who had crossed the border and who were attempting to proceed into Costa Rica illegally. Costa Rica has recently reinforced vigilance on the border with Nicaragua to prevent the passage of persons without documents.
(Ed. Note: Costa Rica recently passed its own immigration control legislation, their Law #8764, which became effective on 3/1/10, and is quite similar in spirit to Arizona’s SB1070. Law 8764 includes provisions for inspection of private and public transportation, plus places of work and accommodation. It also authorizes the country’s immigration officials to question any person, anywhere in the country, in order to ascertain their immigration status. There have been no reports of protests, lawsuits, or charges of racism or demonstrations alleging violations of human rights. Three found decapitated in sinaloa
Culiacan – The police found the decapitated bodies of three men in a burned automobile in the state of Sinaloa, one of the states most affected by violence of narcotraffickers.
The heads were placed in front of the automobile.
One of the bodies was in the driver’s seat, another in the back seat and another in the trunk, according to the State Attorney General’s Office. The auto was found in Angostura, near the Pacific.
Sinaloa is considered to be the base of operations for several of the most powerful chiefs in the narcotics trade.

Candidate’s house shot up in Veracruz
Coatzacoalcos – Police responded in a big way last night after unknown subjects opened fire on the home of a PAN candidate for Mayor of Agua Dulce, Alejandro Torruco Vera, the apparent winner of the election.
The shootings occurred around 11:15 PM as the Mayor-elect was resting with his family when five gunshots impacted the wall and his automobile.
Police recovered 9mm casings.
According to witnesses, the shooters were aboard a white SUV but couldn’t get the license plate numbers because of heavy rain at the moment.
The candidate’s home was immediately put under guard by members of the State Public Security Police.

Violence curtails voting in several states
Mexico, D.F. – Yes. Violence inhibits voting. In Chihuahua and Tamaulipas, two states where there is the presence of criminal cartels, voter absence reached 60 percent.
In Chihuahua the declared PRI winner, Cesar Duarte, won with a vote of just 35.98 percent of the registered voters, according to the local Electoral Institute.
Meanwhile in Tamaulipas, Egidio Torre Cantu won, replacing his brother Rodolfo who was killed just a week ago by armed commandos, with only 39.7 percent of the registered voters actually voting.
In Sinaloa, another of the most violent states, only 57.05% of the voters participated.
Of the 12 states that elected governors during this election, the one with the highest voter turnout was Zacatecas where 57.2 of the registered voters actually voted.

Eighteen thousand people evacuated
Anahuac, N.L. – Some 18,000 residents of Anahuac were evacuated after dawn today because the Salado River flooded and the Venustiano Carranza dam is at risk, according to Mayor Santos Garza Garcia.
Amid heavy rains, precautionary measures were taken in this city 224 kilometers north of Monterrey. The Venustiano Carranza Dam, in the city of Juarez, Coahuila, has the capacity of 322 million cubic meters but at this moment contains 400 million cubic meters of water.
Gates at the dam have been opened to discharge massive amounts of water which floods the rural zones and the city of Anahuac.
The problem is that there is no electricity in that area, and it is necessary to open 26 gates, to draw 2,500 cubic meters per second, although so far only eight have been opened, and removed 750 cubic meters per second.
The City of Anahuac, with the help of the State Civil Protection Agency, hastens to help the residents but a large number of them have left their homes and property and are headed to the border to cross into the United States.

Apatzingan – Hugo Alfredo Olivera Cartas, correspondent of the newspaper La Voz de Michoacán was found murdered early this morning inside a vehicle on the outskirts of Apatzingan.
The journalist disappeared Monday afternoon as he was going to meet an informant to obtain information, but it wasn’t until early this morning that his body was located. __________________

El Salvador condemns the kidnapping of 20 migrants
San Salvador, El Salvador – The government condemns the kidnapping of some 210 Central American migrants in the State of Mexico by uniformed men of the Mexican Federal Police. Authorities also condemned the wounding of an El Salvadorian during an attack by soldiers of the Mexican Army in another incident.
“We want to express our condemnation and we reject the acts against our migrant community in Mexican territory,” said Councilor Hugo Martinez during a press conference accompanied by Vice-Minister of the Exterior for El Salvadorians Abroad, Juan Jose Garcia.
The Vice-Minister alleged that armed men violently invaded Shelter San Juan Diego Cuauhtlatoatzin in the city of Lecheria in the State of Mexico and kidnapped some 20 Central Americans.
In the press release, the Councilor said that armed men dressed in the uniform of Federal Mexican Police, carrying large caliber weapons, physically and verbally abused the migrants.
The shelter was under the protection of local police but they did nothing to confront the armed men during the incident because of their high rank.
The Vice-Minister also denounced the fact that the Mexican Army fired on 16 Salvadorian migrants on a boat in the Pacific Ocean near the Guatemalan Port of Guatemalteco de Ocos on June 22 wounding a 21 year old young man.
“This attack took place in Mexican waters in which the El Salvadorians were assaulted and robbed of their clothing and money,” said Garcia. ____________________

Zacatecas celebrates Mexico in Illinois
The finishing details for the celebration of Zacatecans’ Week in Illinois are being completed, and various events are being programmed and prepared during July 16, 17 and 18. “An ample quantity of Zacatecans residing in the metropolis and suburbs neighboring Chicago is expected.”
“There is a great effervescence of the Zacatecans migrants residing in that area of the United States, to be able to celebrate with special interest the events regarding the Bi-Centennial and Centennial of the Mexican Independence and Revolution.” Miss Zacatecas-in-Chicago, 2010-2011, will be crowned on Sat., July 17, in Hickory Hills, Illinois. A concentration of more than 10,000 Zacatecans is expected on Sunday, July 18, around Loyola-Marymount Univ., in Roosevelt, where new Zacatecans’ clubs will be recognized.

Alien smuggling on the California coast
The U.S. Border Patrol reported that two groups of illegal aliens were apprehended after attempting to enter the U.S. through the southern coast of California. One of the groups was made up of 18 persons who were apprehended on the USMC base at Camp Pendleton, in northern San Diego county. Since Oct. 1st, illegal aliens have been apprehended on more than 60 occasions while attempting to enter San Diego County by sea. During FY 2009, there were 49 attempts at people contraband through that area’s coast.

Forty percent of Latin America’s “neither-nors” are in Mexico
In Latin America there are 22 million young people – those who are between 15 and 24 years of age – who neither study nor work. (Mexican press refers to them as “ni-nis,” “neither-nors.”) That number encompasses one out of every five persons in the entire area. Of the total, some 7.5 to 8 million, or 40% of Latin America’s total, are in Mexico. The above was asserted by the Dean of the University of Mexico (“UNAM”), during a round table conference in Spain.

Tourism promoted for Mexico
Mexico’s Secretary of Tourism, Gloria Guevara, ended a promotional tour in New York and said that Mexico expects to receive 22.6 million foreign visitors this year. World economic conditions and the AH1NH1 flu epidemic forced the tourist industry to lower last year’s rates. Mexico derived 13.3 billion dollars from foreign tourism in 2008, and 11.275 billion in 2009.

Mexican children joining migration to the United States
An official of the state of Guanajuato stated that “alerts have been turned on” due to the migration of children. The state’s Secretary of Social and Human development pointed out that 193,000 persons have been repatriated to Mexico so far this year, and that 9,620 of them were boys and girls. Of the grand total, 16,551 were from Guanajuato, including 800 minors.

Seventy-one Central Americans detained
Mexican officials reported yesterday (Wed.) that law enforcement personnel had detained 71 “undocumented Central Americans,” almost all Hondurans, who were traveling “clandestinely aboard the exterior of a freight train” in Acayucan, state of Veracruz. Sixty-five of the detainees are Hondurans, 3 are from Guatemala, 2 from El Salvador and 1 from Nicaragua.

A deep ravine near Taxco, state of Guerrero, has yielded the cadavers of five men, all showing signs of torture and executed by multiple gunshots. The depth of the ravine creates the possibility that yet more human remains might be found. Police officials are not releasing any more information about the matter because it could be a similar situation to that in the La Concha mine in May, when the bodies of more than 55 executed victims were found.

More problems with Mexico’s Customs
Numerous resignations of Mexican customs inspectors (OCE) assigned to international border crossings have cause a shortage of personnel. At certain times, only three inspectors are on duty and, at night, they are relieved by soldiers and the crossing points may be without any of the OCE personnel because the few who are there go to sleep. A customs official stated that “This allows that at certain times there’s free passage into Mexico of everything, including weapons, some soldiers inspect little and do not seize anything or don’t want to seize anything.”
The resignations of customs personnel is attributed to pressures from the various organized crime groups, including smugglers who seek to control these employees and to bring all kinds of illicit merchandise into Mexico. A second generation of OCE personnel is expected to enter on duty in August. (M3 Report of 6/25/10 relates.)
