The Russians probably informed Obama that the spies stole a lot of valuable info from us. So he agreed. The spies we'll get in return probably know very little.

1. The White House told the media to report that the spies took nothing of value, and the media complied. My guess is they did more damage than was reported.

2. Obama is doing this because this way, he does not have to prosecute them, which he wouldn't want to do anyway, because I believe he sympathizes with the marxist cause.
