SEN. McCAIN: I, I think the governor of Arizona has done a good job in this whole debate. She--I may not agree with one sentence that she uses, but she's standing up for Arizona. And, and I think that the people in my state deserve a better environment of security than the one they're getting from the federal government now, and a federal responsibility.

They just declare them secure by fiat.

Yes he did. In Febuary 09, I read three inteviews he did with Arizona Newspapers, in all three he said the border was secure.
If he is re-elected, shortly thereafter he will start with the border is secure nonsense again, right before he reserects McCain/Kennedy.
Juan use to say that the border state governor's would 'certify' the borders secure, which was a joke when Napolitano was governor of Arizona. Juan might not say that any longer with Jan Brewer in governor's office now. She won't be the rubber stamp that the other border governors would likely be.
