I can’t stand their pompous attitude and energy.

It took Biden a while to get to “jokingly”. The manager said what he said jokingly and Biden walked off without a gracious response (big smile and “I’ll see what I can do” would suffice). He came across as miffed.

I didn’t hear any joking whatsoever in that exchange.
Furthermore, you don’t “jokingly” call someone you don’t know a smartass. The typical response outside of the office is not joking and probably rhymes with “duck two”.
You jokingly call a good buddy (not just an acquaintance), a nephew, a son, or grandson a smartass.
