Well, I think the context here is a little more nefarious here than just 'explaining what a defective' is. I think that what he really said that was 'a defective is equivalent to a minority'.

This is such a safe Dem district (in the past) that Kanjorski, and his predecessor, Dan Flood, could do nothing wrong in the eyes of the voters, giving each a lifetime seat in congress.
