WASHINGTON Should large-scale dog breeders regulate themselves or is this a job for the federal government?
The dispute is in the hands of Congress , which is considering a law that would require dog breeders who sell more than 50 puppies a year to be federally licensed and inspected.
It's called the PUPS Act, short for Puppy Uniform Protection Statute. It's aimed at cracking down on puppy mills, facilities where dogs often are forced to live in small cages. Among other things, the measure would force breeders to give their dogs the chance to exercise for at least an hour each day.
Backers say the legislation would clamp down on the most negligent and irresponsible dog breeders while closing a loophole in current law that allows thousands of commercial breeders to go unregulated. A companion bill has been introduced in the Senate .
Under the current law, facilities that breed dogs for commercial resale must be licensed and inspected under the federal Animal Welfare Act, but puppy mills that sell directly to the public are exempt. As a result, large breeders can escape inspection and oversight by selling their puppies online, with consumers often discovering later that they've bought sick or abused animals

It's a horrible bill.
You get Congress involved in this puppy mill stuff and next thing you know the law of unintended consequences will take over and we'll be serving puppy meat as part of the school lunch program.
Fed authority is in the Constitution somewhere. Give them some time, they’ll find it.
I’m not a fan of puppy mills but it isn’t the place of congress to fix them for me.

Interstate Commerce: So Feds should investigate the American Kennel Club for excessive litter registration & violations.
There surely must be some ethics on how many litters a bitch should be forced to have within a period certain.

There are already cruelty laws against sub-standard kennels.
If you read this thing, you'll that it requires every dog to have a minimum of 1 hour excercise outside daily. A 13 yr old dog outside in the heat? Or a blizzard? Sounds like cruelty to me......
The Puppy Mills ought to be in charge of regulating Congress instead.
This is an issue for the States not the Feds.

Ditto. But, they've done such a great job with the Post Office, education, off-shore drilling and the lot, I can see why they'd be so eager to get involved with this. Plus, they've got all that extra time and money.

Another example of how the federal government is regulating the economy to death. They call them “puppy mills” in order to drum up political support. I think we should change Congress’s name to “Job Killers.”
Dem congresscritters must be owing some payback to ALF, ELF, PETA, etc. If they had their way, there would be no pets.
I don’t recall seeing regulation of puppy mills in Article I, section 8 of the Constitution.
Besides, the country is going to the dogs real fast so I think Congress has much better things to do.
Would it be asking too much that Congress pass a budget and secure our borders first?
Exactly, as most things do need to be handled by the states.
Too bad there are too many stupid unethical people running the states.
Animal cruelty of any kind should be harshly prosecuted.
Why do the job (the are paid to do & took an oath to do) when playing politics is so much more fun for them?
