I think the context of his comment is there is enough corruption and crime there, that the entire regime needs to step aside.
Which would trigger the succession line until such time as we find someone who isn't part of the corruption to lead the country. I consider that to be a given. I wished they would all resign. However, if they don’t, then they must be removed lawfully (constitutionally). Some were evoking the idea of a coup or insurrection. That just isn’t acceptable.
