Flash flooding can happen in the darn-dest of places- even in areas not classified as flood plains. Lots of campgrounds are by rivers and streams.

I’ve never done it and wouldn’t do it. Hell, even the Walkill River near me swells into a lake, and it gets going with enough force to knock down trees. It was a factor in choosing my home as well. I’m at the top of a hill, in the highest elevation area in the state lol. People who live in flood zones and camp in floodzones are asking for trouble, especially with big storms upstream. I guess they learned their lesson now. Some of em paid with their lives. It’s a wicked, nasty world. Gotta look out.
