AN Abu Dhabi tower has been recognised as the "furthest-leaning man-made tower" in the world by Guinness World Records.
The 160-metre Capital Gate tower, developed by the Abu Dhabi National Exhibition Company, leans at 18 degrees - over four times the angle of Italy's famous Leaning Tower of Pisa, Khaleej Times reported.
ADNEC said the tower earned the record following an evaluation by Guinness World Records that began in January, the month the tower's exterior was completed, Gulf News reported

The UAE has 7 seperate emirates. Dubai is one and Abu Dhabi is another. Dubai is bankrupt. Abu Dhabi just paid $10 bil to finance paying on Dubais debt.
From what I can tell, the UAE as a whole is not bankrupt.

Does this really count as leaning?
Darn! Now you've ruined the risky / dangerous element of the design by giving away the secret...
Still looks pretty wild though...

It kinda reminds me of the lower portion of someone’s leg, it even has a foot.

Abu Dhabi is not bankrupt. It is the country bailing out Dubai and others. (Which could give it future problems if they can not repay)
It is also the most transparent government in the world in terms of government spending. All bids, contract awards and expenditures are on line for everyone to see.

A new WTC should have been nearly completed by now. Says a lot about the state of our country.

I don’t know about the leaning part but it sure is beautiful.

I am just glad they dumped the original design!

Since I am not an engineer:
How many degrees off center can any building get before it tilts & goes DOWN with a big bang?

When the top passes outside the base.

It took 18 months to build the 102-story Empire State Building in 1930-31...18 months!

Looks to me like they’d have to have put in fifty thousand tons of counterweight in the ground under the right side.

I could see some Eyetalian designer coming out with a pair of ladie’s boots that look just like this.
