Did any of you know that the US supposedly has a National Contingency Plan for dealing with very large oil spills? And that EPA has legal responsibility for maintaining readiness for such an eventuality? Who knew? Ive watched hours of coverage and this hasnt been mentioned anywhere.
The National Oil and Hazardous Substances Contingency Plan Act was signed into law in 1994 (superceding previous legislation that went back to the 1969 Torrey Canyon oil spill.) Laws and regulations are collated here.
The EPA has an online book describing the National Continency Plan. See for example http://www.epa.gov/oem/docs/oil/edu/oilspill_book/chap7.pdf (change the number to get other chapters.)
The EPA manual says:
WHEN A MAJOR oil spill occurs in the United States, coordinated teams of local, state, and national personnel are called upon to help contain the spill, clean it up, and ensure that damage to human health and the environment is minimized. Without careful planning and clear organization, efforts to deal with large oil spills could be slow, ineffective, and potentially harmful to response personnel and the environment. In the United States, the system for organizing responses to major oil spills is called the National Response System.

Ive noticed EPA involvement in worrying about dispersant toxicity, but otherwise EPA seems to have been surprisingly invisible given the prominent role assigned to them in the National Contingency Plan.
Ive only browsed the legislation and manuals and its not an area about which I speak authoritatively. I invite readers to look through the Act, regulations and manuals and comment on the degree to which EPA and other agencies have met their statutory obligations. Please do so in relatively technical terms and avoid the temptation to hyperventilate.

Let’s sue the EPA for a change. let them explain why regulating carbon dioxide is more important than being prepared for an oil spill.
Actually I knew this.
Most Environmental Managers know this, most Safety Engineers know this.
Almost anyone who has had 40 HAZWOPER training knows this stuff.
Once the government is on scene they are responsible for all decisions and actions taken to mitigate and re-mediate.
And of those in the know...the last thing we ever want is for the government to get involved.
Thats why I am going for a bachelors in the field, to help companies/businesses/communities deal with crap so that the Gov doesn’t have to get involved.
The EPA has no intentions of dealing with the oil spill - their goal is to capitalize as much as possible on the event in a way that increases their power and authority. The EPA is nothing but a bunch of political hacks.
One thing I am shocked about is no talk about NIMS.

It is a very tough field to be in. You will need all your people skills to make it. A Master’s Degree helps too.
I lasted about 15 years. 10 years at a Hazardous Waste Recycling Facility (actually this was a two facility location). And the last 5 working on the decommission of the two research nuclear reactors at NASA Plumbrook.

EPA seems more interested right now in finding small businesses that are not yet complying with lead safe work practices and mandates.

obama’s rep’s has acknowledge the manatory plan divised in 1994, but choose not to use it. It could have contained the oil at least 1 hundred miles from the coastline. Would such a responce been benificial to a green agenda? No,it was better to let it flow on the beaches to push a green agenda! Perhaps it was not an accident after all!!
Absolutely, and will do!! The EPA and this admin. is USING this spill to get their agenda through, and that is the ONLY interest they have in it. They have thwarted every established route to clean up the spill, every one! The Saudi’s have a mechanism that would pump the water and oil into it, filter the oil out and pump the water right back into the ocean, they have used it numerous times very effectively, but get this IT WAS NOT DEVELOPED HERE, therefore BP cannot use it. (heard a caller recounting it on either Rush or Hannity, don’t remember which) Makes a lot a sense!! They don’t want the oil contained and kept from the coast. They want to use it to kill oil production completely.
