They were.
Not as effective as saving money on costly and long term delivery drilling equipment - because with that you can always get away in the end.
With a mini sub navigation at night and in bad weather while crossing an ocean - I guess - is a bit of a challange - if it wasn’t for good ol’american GPS. And what about reliability ? Oh - and there’s satellites and sonar - all of that doesn’t monitor cheap ass improvised blow out prevention tech - you just wait until it works and safe millions while you wait.

Actually, the PC terms would be “Little People Subs” or “Dwarf Subs”.
They can do the job that the Big People Subs can do, but they just do it a little different.
