In Arizona we are interpreting this as either 1) The federal government is ceeding it’s authority over immigration law to the states to be enforced locally or 2) the federal government accepts the responsibility that illegal immigrants will be subjected to long term incarceration in the Arizona desert for the fed’s failure to process their cases in a timely fashion.
