...obama is depriving both the Congress and the American people of a full and clear picture of what he is up to. A) He doesn't know, and being the narcissist that he is can't let his (and his teams') ignorance show.
B) He has a strategy, but it would be wildly unpopular with the Military, industry, and public in general. So he is not making it public.
