In this article, the Mayor of Philadelphia, I think, says that he has a First Amendment right not to be shot.

First Amendment right not to be shot?

Today a new low level for discourse was just created by this guy.

The Declaration of Independence says that life is an inalienable right.

The Fifth Amendment says that nobody should be deprived of life by the government without due process of law.

Why do major cities get the worst leadership sometimes?

“...In this article, the Mayor of Philadelphia,...”

There’s a REASON the mayor’s name is “Nutter”.

I just call him “A**hole”, though...

Why do major cities get the worst leadership sometimes?

Because cities attract and nurture the dregs of society. Those bottom feeders vote. They vote for politicians who will use the power of taxation to keep them comfortably situated on government largess.
