Puerto Rican Officials Scrap Millions of Birth Certificates

(April 21) -- In a dramatic bid to end fraud, identity theft and illegal immigration, Puerto Rico is voiding all birth certificates issued before July 1, 2010 -- forcing more than 5 million people to apply for new ones.

The move will "protect the identity of all Puerto Ricans born on the island, and at the same time help the federal government with national security issues," Luis Balzac, spokesman for the Puerto Rico Federal Affairs Administration, said in a phone interview with AOL News.

According to the U.S. departments of State and Homeland Security, Puerto Rican birth certificates account for about 40 percent of all cases of passport fraud every year, ABC reports.

"There are so many [birth certificates] floating around. ... A lot fall into the hands of unscrupulous individuals," Rosemary Macray, a State Department Bureau of Consular Affairs spokeswoman, told ABC. "We're very pleased that the [Puerto Rican] government has taken on this initiative."

Under the law, which was passed in December, some 4 million island residents and another 1.2 Puerto Ricans living in the United States will lose their current birth certificates. They must apply for new ones that have been redesigned to be less susceptible to fraud.

WHAT?? Birth certificates are valuable precisely because they are primary official documents created at the time of birth and confirmed by witnesses.

A little off topic, but if they can do that, why can’t we erase the current voting rolls and have everyone re-register to vote?

(It is rhetorical since I know one party prefers corrupt voting rolls, it helps them steal elections)

Passing the Jones Act to give full citizenship to what is essentially a third world country was a dumb mistake. I’m still amazed that the old school segregationists didn’t stop it from happening.

I wonder....will these new ones be photocopies of the original primary document with security features added, or computer printouts like a Hawaii Certification of Live Birth?

I guess we can count American Samoa, U.S. Virgin Islands,Guam, and other territories into the mix or is it only Puerto Ricans, that is the issue?

My question is what is the make up of the other 60% involved in the fraud, and why are we not concerned about that?

The US territories (NOT just PR) should not have been granted citizenship, although this was indeed standard practice in most colonial relationships in the 19th and 20th centuries. Algerians, Moroccans, and Tunisians had French citizenship until independence, which is why there were 500,000 North Africans already living in France by the end of the Algerian war for independence.

Our territories (read COLONIES) are a vestige of another era, and should be given independence unilaterally by Washington, hopefully with travel restrictions put in place beforehand to prevent a mass emigration of our third world "citizens" to the mainland.

CIRCA 2000---Javier Inclan, was the Hudson County Clerk, bagman for the New Jersey Democratic Party machine, and went straight to the top---becoming the NJ governor's Deputy COS.

County Clerk Inclan was manufacturing identities for illegals---stealing the info from born Americans.

In August 2004, the US Department of State stopped accepting passport applications processed by Inclan's office. Birth certificates issued by Hudson County as proof of citizenship were also not being accepted. Due to an ongoing investigation by the State Department and the U.S. Department of Justice into the alleged sale of such documents.

In early August, Richard Boucher, a spokesperson for the State Department was quoted by Associated Press: "The investigation has developed facts indicating that we cannot rely on the accuracy of information on passport applications that were processed by the county clerk's office."

HERE'S HOW HE OPERATED Javier Inclan was carrying envelopes of cash from human trafficer Luisa Medrano to the Mayor who was convicted of corruption. Medrano testified at his trial that at one time she owned 13 residential and commercial properties in Union City, West New York, Guttenberg, Fairfield and Cliffside Park----one property was worth $1 million. Medrano also controlled six liquor licenses (it's illegal to have more than two in New Jersey).

Medrano does not even speak English. Clearly, this mamasita's got more than selling tequila shots going into her bank account.

NEWS REPORT 03/30/2008, By Jim Hague, staff writer, The Hudson Reporter. In 2005, Luisa Madrano, Cliffside Park, New Jersey, was arrested for trafficking in human beings. She's the ringleader of a human trafficking ring and is staring at 255 years in jail and $4.5 million in fines. She's lived a life of lies and deceit.

Medrano, who speaks no English, is the former owner of two bars in Union City and Guttenberg, both called Porto de la Union I and II. Medrano is "a convicted felon, who was guilty of evading $263,000 in taxes and dealing with illegal immigrants.

Luisa Medrano was arrested and faces 255 years in jail for [alleged] human trafficking with girls as young as 14 and kept them as virtual slaves in her bar-rooms, and forced them into prostitution.

Then-US Atty Christopher Christie said the time of Medrano's indictment for human trafficking that, 'This was inhuman and sadistic treatment of young women who were kept as virtual slaves. These are the most vile crimes I have ever seen in my time as US attorney."

The brutality involved is beyond imagination--corrupt Third World savagery taking place in residential neighborhoods.

Luisa Medrano was convicted of smuggling underaged teenaged girls from Honduras into the United States to work in her Union City and Guttenberg bar-rooms. Medrano forced the teens into slave labor in round the clock labor at her barrooms then forced the girls into prostitution.

There is at least one story illustrative of Medrano's savagery---repeatedly throwing a teenage girl down stair steps until she had a miscarriage.

Madrano resides in Cliffside Park, the hooker home of the notorious Emperor's Club that sank Gov Eliot Spitzer. Even more alarmingly, Medrano infiltrated government and is now testifying that she bribed government officials and gave the Mayor (on trial for corruption) money for gambling, and gave his wife money for a breast reduction.

Betcha Medrano's slave laborers had several identities each collecting government freebies that Medrano probably confiscated----and were probably fraudulently registered to vote SEVERAL TIMES IN SEVERAL PRECINCTS. That's how the Dems win--probably how Hillary won the NJ primary.

The article points out how valuable the PR birth certificates are and how easily they are obtained for fraud. I’m passing the article out at work for reference. Thanks!

I agree with you, Ferries Island should have been better controlled so as to eliminate the mass emigration from European Countries, and the citizenships that were granted.

2 accused of planning to sell counterfeit IDs
07/21/06, THE ASSOCIATED PRESS

NORTH BERGEN -- The Pelcastre brothers were a walking threat to national security -- expert document forgers who, for a few thousand dollars, could give anyone a new identity, authorities said Thursday. When police stumbled across the pair, the men had turned a Tonnelle Avenue hotel room into a business office and were readying a massive cache of fake Social Security cards for delivery to a local identity broker, authorities said.

The brothers, Angel, 31, and Jorge, 34, both of Dallas, were a "one-stop shop" for a myriad of government documents, including birth certificates, Social Security cards, driver's licenses for any state in the country, passports and resident alien cards, said state police Capt. Al Della Fave. "Can you imagine if a terrorist were able to get their hands on this stuff?" Della Fave said. "They'd have free passage throughout the country."

A task force including state troopers and officers from both the Bergen and Hudson county prosecutors' offices happened upon two cars bearing Texas plates in the parking lot of the hotel Wednesday morning. Authorities wouldn't identify the hotel by name for fear it could hinder cooperation from other hotels in future investigations or spark retribution.

The Corporate Outreach Task Force, formerly the Hotel Motel Drug Interdiction Task Force, regularly runs checks on motor vehicles in area motels. Members of the task force began watching the cars, a Chevrolet Impala and a Pontiac Firebird, and followed the brothers to an office supply store in a nearby shopping center, where the men purchased computer supplies, said state police Sgt. Stephen Jones.

Officers then followed the brothers to a self-storage facility in Secaucus, where they loaded several boxes from a storage unit into one of the cars, Jones said. One of the men stood lookout, which heightened police suspicion, he said. Authorities approached the men when they returned to the hotel and questioned them separately, Jones said. The brothers consented to a search of their cars, hotel room and the storage facility, he said. Police recovered laminating sheets with built-in security features, pages of blank documents waiting for fake names and information, finished documents, computers and software to create the fake IDs, Jones said.

All told, the haul was worth about $500,000 on the street, Della Fave said. Police also recovered $6,000 in cash, which was the first payment from a fake document broker for a shipment of 500 Social Security cards, Della Fave said.

"They were aggressively selling to brokers," he said. "This isn't like selling driver's licenses to individuals. These were multiple layers of high-level documents."

The brothers were being held without bail Thursday at the Hudson County Jail on charges of possessing fraudulent documents and conspiracy to sell fraudulent documents. Federal charges are also pending against them, said state police Detective Sgt. Cesar Huaman, a member of the task force.

Cliffside Park was notorious back in the day for being a center of La Cosa Nostra, as well as for "hidden" houses of ill repute. What looks like a quiet town (featured in the movie "Big") on the surface actually has a long history of criminal activity.*

I know that it has become a popular place for Dominican and other Latin American gangsters with dough to live, and it is right next to the illegal alien trafficking port known as Fairview.

*I should point out that street crime in Cliffside Park is rare. Your neighbors, however, may be in "senior management" of various ethnic criminal enterprises.

They were pretty good at Ellis Island at preventing those with disease or a tendency towards indigence. They were much less successful at preventing political radicals and organized crime from coming in. To give credit where credit is due, however, the old elite actually all but stopped immigration in response to problems caused by mass European immigration. Ironically, shutting the valve to Europe is what led to the mass migration of blacks from the south and Boricua from the island as sources of unskilled labor.

Of course, the Irish immigrants who came through Castle Garden or the port of Boston from the 1840s to the 1880s were basically waved in the way the Mexicans are today, without any regard for character, indigence, or criminal background.
