No, it was in the porkulus bill I think, money to the states to participate. I can’t remember exactly it’s challenge to the top, or race to the top, or some such nonsense.

College financing now a government program only...Only...as if that were a small point...the guaranteed loans. Private loans are still available. But how'd ya like to end up three years into a degree and get stuck with repayment and no degree in the Obama economy?
