It is actually a very good idea. Joe said a lot of the inmates are fat. He is trying to teach them some self discipline.

The program uses inmate-powered cycles to generate electricity for televisions. Love it. If they want to watch the Disney Channel or whatever else the Sheriff allows them to watch, they have to generate the required electricity.
