Some Texas Republicans were happy to pound Democrats in Washington over a maneuver that allowed them to bypass a GOP roadblock and pass fixes to health care reform.
The move allowing U.S. Senate passage of spending-related fixes with a majority vote instead of a 60-vote super-majority with which the main bill passed before GOP U.S. Sen. Scott Brown's election was legal and available. But for health care foes, it was just another example of ramming through legislation.
Sort of the way Texas Democrats felt when state Senate Republicans changed the two-thirds vote required to bring legislation to the floor most recently because they wanted to pass voter ID legislation bitterly opposed by Democrats last year.
Republicans argued enhanced ID was necessary to ensure unqualified people didn't vote. Democrats feared it was an effort to suppress legitimate votes, saying they were willing to address security concerns while also making voting easier for eligible Texans.
Democratic consultant Harold Cook said Washington Democrats used a rule at their disposal, while Texas Republicans changed a long-standing tradition meant to spur consensus...

Dan Patrick, R-Houston, who helped lead the fight for a Voter ID bill and slammed Washington Democrats for the recent tactic, wants to permanently scale back the state Senate's rule to allow just 18 senators, instead of 21, to allow debate on any legislation. There are 18 GOP senators now, with one vacancy.
