The Senate approved a package of fixes to the health care reform law Thursday, drawing to a close the chambers year-long effort to overhaul the nations insurance system.
But the work isn't done quite yet.
The vote passed 56 to 43, with Vice President Joe Biden presiding over the chamber. Senate Republicans forced a pair of changes to the reconciliation bill overnight, sending it back to the House for a final vote later Thursday.
Democrats believe the minor changes to language regarding Pell Grants for low-income students wont derail House passage, meaning that Democrats are set to finally conclude the legislative struggle needed to make health reform a reality.

Do they have to vote on the whole bill again or just the Senate changes?

what happened to “if they try to use reconciliation to move this bill we’ll grind the senate to a halt”? What happened to “we have literally hundreds of amendments and procedural moves to counter this”?
The report doesn't really say anything beyond a vote is scheduled for Thursday in the House. I'm not sure because this whole Reconciliation process is so damn confusing. Under "normal business", it would go to a Conference Committee, and then both the Senate & the House would have to vote - up or down - on the entire bill.
The rules in this instance may be different because of the Reconciliation process.

I know, ain’t it weird, usually the selling takes place before the legislation is passed and before the signing of the bill and there are no modification (apart from Bush’s dreaded signing statements ;>) to the legislation.
Seems that for a procedurally obsessed Democrat party, this procedure doesn’t pass the smell test. But, then again, we are in an outcome based paradigm.
Actually, I think they announced their 'courageous' opposition yesterday, after voting for it every time it mattered. If true, that should make them look even worse to their constituents who opposed Obamacare. The "presents" and non-voters probably aren't much better.
