In 2002, Bush and Putin signed a nuclear weapons reduction agreement (alternately called SORT or The Treaty of Moscow), by which the USA reduced its nuclear arsenal to about 50% of the 2001 level. The USA goal was achieved by 2007, and Bush hoped for further reductions of about 15% by 2012. Both the writers of the article and the posters on this thread seem unaware of those facts.
