Administration Actuary Can’t Analyze Health Bill Before Final Vote
Republican.Senate.Gov - The Leader Board ^ | 3/20/2010 | Blog Staff

Even the Administration’s Chief Actuary at HHS cannot provide cost analysis of latest Democrat health spending bill before the vote

Chief Actuary: ‘I regret that my staff and I will not be able to prepare our analysis within this very tight time frame, due to the complexity of the legislation.’

WASHINGTON, DC – The Obama administration’s chief actuary at the Centers for Medicare and Medicaid Services (CMS) notified Republican leaders Saturday that the “very tight time frame” and “complexity” of the Democrats’ health spending bill would prevent them from fully analyzing the costs and efficacy of the bill before the House voted on the legislation. The letter was in response to a request from House and Senate Republicans.

The Chief Actuary, Richard S. Foster, wrote: “In your letter, you requested that we provide the updated actuarial estimates in time for your review prior to the expected House debate and vote on this legislation on March 21,2010. I regret that my staff and I will not be able to prepare our analysis within this very tight time frame, due to the complexity of the legislation.”

Foster and his staff analyzed the Senate-passed bill and determined that it bent the cost curve up, estimating in a January 8 report that national health expenditures would increase by an estimated total of $222 billion, and that the additional demand for health services “could be difficult to meet” and “could lead to price increases, cost-shifting, and/or changes in providers’ willingness to treat patients with low-reimbursement health coverage.” Foster, in his letter today, expects the new health spending bill to be “generally similar.”

Seems to me the importance of scoring is that it HR4872 can nly go through reconciliation if it reduces deficits. That’s point #5 of the Byrd Rule. That would, in my estimation, render HR4872 mute, if the numbers come back higher than the Senate version.

Someone please correct me if I’m wrong.

“I know the scoring doesn’t matter. The Congress knows the scoring doesn’t matter, and Obama knows the scoring doesn’t matter. I’m not going to get too worked up over the fact the scoring isn’t done.”

Right. But the American people don’t know that, and that’s who we’ve got to reach. I think I’ll tell my liberal worker colleagues on Monday - why didn’t Obama’s actuarial have time to score this bill before they wanted to vote on it over the weekend - if it’s still in play...

That’s EXACTLY it, and way worse - you need to take 1/6 of the economy and flush it down the toilet for our egomaniacal socialist ramblings, thank you very much!

And you should LIKE it. Or you don’t care about the poor...

'Someone please correct me if I’m wrong."

You're close. There are some exceptions, and they are as follows...

a provision that mitigates direct effects attributable to a second provision which changes outlays or revenue when the provisions together produce a net reduction in outlays;

the provision will result in a substantial reduction in outlays or a substantial increase in revenues during fiscal years after the fiscal years covered by the reconciliation bill;

the provision will likely reduce outlays or increase revenues based on actions that are not currently projected by CBO for scorekeeping purposes; or

such provision will likely produce significant reduction in outlays or increase in revenues, but due to insufficient data such reduction or increase cannot be reliably estimated.

So, scoring isn't unimportant, because clearly CBO scoring is important. But, CBO scoring is NOT the WH actuarial scoring - Separation of Powers, and all that.

So far, the preliminary CBO has been completed on H.R. 4872. The final scoring numbers were supposed to be available sometime today.

It's possible those numbers aren't going to be favorable, which is one reason - perhaps - that Nancy decided to hold a separate vote and kill the "deeming" provision.

“Does this surprise anyone?”

It has to do with the Obama Administration’s unprecedented policy of transparency. How can the “Administration’s Chief Actuary” perform a cost analysis if Obama won’t let him see the bill until after it’s passed?

Er, doesn't the Chief Actuary work for the same administration that is setting the time frame?

This is from a 2007 contact list of congressional aides. Some might not be there any longer, but worth a try. The ones on the one post are senate aides, a few have bounced back, it’s worth the effort to clog up their email system along with the phones, and 1/3rd of these senators are up for re-election.

Remember they are all being offered BRIBES for their votes. Ask them how much their bribe price is.

The National Republican Congressional Committee has published a target list on health care. In addition to continuing to contact the five Tennessee Democrat Congressmen, you can go http://www.votervoice.net/link/clickthrough/ext/94697.aspx to contact some of these targets. Much of the talk following Obama’s announcement has focused on how to defeat this second bill through reconciliation, but that is misleading because the first step to defeating Obamacare is not by concentrating on defeating the “fixer” bill but by defeating the Senate bill in the House when it goes to the floor for an up-or-down vote on Sunday March 21st.

And here are toll-free numbers we can use to call any Senators or Reps.

At the first number below you must wait through a tape recording urging you to tell your Rep or Senator to vote “yes” for the health care bill. Just hang on and when the recording is over, you will get the Capitol operator. Just ask for your Rep or Senator’s office. Then you will either talk to an aid or have the chance to leave a message for him/her to vote NO on the health care bill.

When you use the second number and the Capitol operator comes on, just ask for your Rep or Senator’s office. Every time I use this number I get the Rep or Senator’s answer machine, so it may be set up that way all the time...to go to their answer machine. Either way you can leave a message to vote NO on the health care bill!

We need to use these toll free numbers that have been set up for the health care/ BO supporters and illegals to use! After all they are FREE!

“and that the additional demand for health services “could be difficult to meet”

Especially if half the doctors in this country retire or change their line of work.

vast majority of American people see through this guys pathological narcissistic BS!?

It's not narcissism, it's a plan to destroy America as you and I know it. If you attack Obama the presstitutes attack you as a racist when Obama is a Leftist extremist hellbent on destroying America. By the time America sees through all the smoke the game will be over. That is, unless you and others wake up.
