Gee it would be unfortunate if Conservatives in liberal-land had their Censuses lost.
Then those Liberal districts would show fewer people, would receive less representation, federal pork, etc.

The best is if liberals moved out of liberal land and had their body counted in a conserative region.
Your idea would be a good one to stop Healthcare.
If enough of the Conservatives in Liberal districts let it be known they would stiff the Census, the Congressman from that district might get a backlash from his “free-loading base” if they are told that the Healthcare will result in fewer perks for them.
