House Majority Leader Steny Hoyer (D-MD) has been all over the media the past couple of days defending he and Pelosis apparent decision to use a procedural rule to deem the Senate health bill passed as part of the reconciliation package, rather than holding an actual floor vote on the bill. This deem and pass strategy, also known as a self-executing rule (or the Slaughter rule), could be critical for the House leadership to corral enough votes from reluctant Democrats.
I have just one word for Rep. Hoyer HYPOCRITE.

Frankly, if the GOP tried to enact this un-Constitutional rule, they should be run out of there as well. If they don’t have the courage to cast a vote for the people, then they need to be kicked out.

When Republicans did "deem and pass" it was never on a spending bill. It was for things like raising the debt ceiling.
That said, the Republicans should never have done it.

Uh oh. Are you
really sure you want to post this? Because I mentioned in other threads that the self-executing rule has been used in the past and has been used by Republicans and people were not very happy to hear about it (to put it mildly).
Oh, and I also pointed out that the reason neither Republicans nor Democrats ever challenge the self-executing rule (or the filibuster, for that matter) in court is because both parties want to reserve the option of using it in the future.
I hate to burst anyone's balloon here, but there are no virgins in politics.

All the Republicans need do is append a paragraph to a budget bill that Obama wants that simply rescinds funds for enforcement of the law.

Thats unfortunate. Eighty-two billion dollars of deficit that Americans are going to have to pay for. My children are going to have to pay for. My grandchildren are going to have to pay for. And we dont even have the courage to PUT THE BILL ON THE FLOOR, but this rule roosts
$82 billion is chicken feed compared to obamaspend!

I don’t care if the Republicans used this, it is STILL unconstitutional. If you aren’t willing to have your “YES” vote placed on the record, then the bill doesn’t deserved to be passed. IT IS THAT SIMPLE.

Because I mentioned in other threads that the self-executing rule has been used in the past and has been used by Republicans and people were not very happy to hear about it (to put it mildly). When it has been used in the past (by both parties), it has been used to deem certain AMENDMENTS to a bill as passed when the bill is passed without requiring a separate vote on the amendments. It has NEVER been used before by either party to deem an entire bill as passed without a vote on the bill while considering undefined amendments to formulate a non-existent reconciliation bill.

It's not that big a deal. The Congress-vermin vote on the resolution that "deems" passage, so they are on record as being in agreement - with whatever conditions follow the deeming.
I'd have a conniption if they weren't accountable for a stand, but in this case, it takes the slightest bit of research to find their stand.
It's a fool's errand to attempt to educate people who have their minds made up - so I sit back and marvel at the volume of "it unconstitutional!," even though it's a common practice.
