Sounds like hes feeling guilty for getting the Nobel Prize for doing absolutely nothing. Sounds like his lawyers couldn't figure a way around the Federal restrictions on accepting gifts from foreign governments (the Nobel committee is quaisi-governmental since its members are chosen by the Norwegian Parliament).

What does he need a piddling 1.4 mil for? He wil leave the presidency richer than the Clintons and has access to anything he wants for the time being. The giveaway is worth more to him in public relations than in his pocket.
