Not to paraphrase Dan Aykroyd in the Blues Brothers, but it probably has cop suspension, cop cooling etc. etc. :-)....
Seriously my guess the Eco-Boost Twin Turbo is probably one of the power-plants.

It’s front wheel drive, so it won’t be very successful. Chrysler has the RWD Charger, and GM is going to offer a police-only version of the RWD Chevy Caprice that they sell in the Middle East.

I would have thought by now Obama would have required GM to re-tool a production line aimed at a new urban assault vehicle similar to a Hummer, has high speed capability, able to house no less than 6 suspects, AWD, multi-fuel or hybrid and with enough on board technology for in field evidence interpretation.
Optional packages are retractable urban firepower and crowd dispersal equipment including sound devices, microwave emitters and low velocity mortars for gas grenades.
