To some extent it's not a matter of "making" white women have more babies. It's a matter of not discouraging them. As the saying goes, if you tax something, you get less of it; if you subsidize something you get more of it. We're taxing intact families to subsidize bastardy. This ends up taxing white families to subsidize non-white bastards. Well over half of Black children are born out of wedlock. I don't have the figures at hand for so-called Hispanics, but the situation there is pretty bad too. Quit punishing people for marrying, holding jobs, and trying to raise decent children, and we'll soon see more children among intact families.
