Previously, you wrote:

Please see the chart below for the 2009 fiscal year which ended less than 90 days ago.

Here is an excerpt:

California 2009 budget:

Shortfall $19.64 billion
Shortfall as a percent of General Fund Budget: 18.8%

Texas 2009 Budget
Transparency: Yes
Shortfall: None
Shortfall as a percent of General Fund Budget: n/a

In other words, Texas exited 2009 (one of the roughest year in recent history) with no budget shortfall.

I am not a fan of Rick Perry, but I am a fan of the Texas deficit hawks in the legislature that managed to pull this off.

Frankly, I think that is one MAJOR reason why so many people are moving to Texas from states like Michigan, Ohio, and California.
