In other words, Texas exited 2009 (one of the roughest year in recent history) with no budget shortfall.
I am not a fan of Rick Perry, but I am a fan of the Texas deficit hawks in the legislature that managed to pull this off.
Frankly, I think that is one MAJOR reason why so many people are moving to Texas from states like Michigan, Ohio, and California.
