Well when gangs are involved it's not good for your health to be seen talking to the cops, especially since the cops will not protect you. I remember one incident here where a gang beat the hell out of a couple of white chicks. The two witnesses that came forward had to move because of the gangs retaliation attempts, cops did squat to protect them. Given that why stick your neck out for some stranger? Don't make sense in the hood.
