President Obama is working on health care legislation intended to reconcile differences between House and Senate Democrats that could be attached to a budget bill and avoid a Republican filibuster, according to a published report.
The president's proposal, which is still being written, will be posted on the Internet by Monday morning, senior administration officials and Congressional aides told the New York Times.
By piggybacking the legislation onto a budget bill, Democrats would be able to advance the bill with a simple majority of just 51 votes, averting a Republican filibuster in the Senate.
The White House signaled Thursday that an aggressive, all-Democratic strategy for overhauling the nation's health system remains a serious option, even as Obama invites Republicans to next week's televised summit to seek possible compromises.
"It will be a reconciliation bill," the Times quoted a Democratic aide as saying. "If Republicans don't come with any substantial offers, this is what we would do."
The administration's stance could set the stage for a political showdown, with Democrats struggling to enact the president's top domestic priority and Republicans trying to block what many conservatives see as government overreach.
Obama's plan, like the House and Senate bills, would expand coverage to some 30 million, require most Americans to carry insurance or face financial penalties, and block insurers from denying coverage to people with pre-existing medical conditions, the Times reported.
One Capitol Hill Democrat told the Times abortion remains "a wild card."
Health and Human Services Secretary Kathleen Sebelius said Thursday that Obama plans to have a health proposal that "will take some of the best ideas and put them into a framework" ahead of the Feb. 25 summit.

Go ahead Barry, pass it, own it, live with the consequences.
They want complete defeat in November. They really really do.
You know, he might not be able to muster 51 votes, what with Massachusettes.
Nah odumbo is leading the rats right into the sewer
Barry knows, as do Reid, Pelosi, and the MSM, that every single line in a "reconciliation" bill is subject to a Point of Order as to its relevance as a budget item on the Senate floor. Each point of order require 60 votes to pass.
This bill would make Swiss cheese look solid by the time it was passed. They all know it.
Steal-Care: designed to bail out everyone and everything responsible for the losses and future shortfalls in the public pension funds. This is why they say it “will balance the budget.” How many of these public funds were invested in insurance co.s who’s stocks were in trouble because of bad investments, especially in the MBS/”banking” fallout? And who do you think is writing and FRAMING this legislation? And guess how huge these losses and shorfalls are? All this will bail these entities out on the backs of those who acted responsibly with threats and threat of jail-time seen in the so called “HC” legislation.
All this “Bill” is is the one from the conference committee.
Obama seems to be stuck on stupid.
And thus a “revenue bill”
“If Republicans don’t come with any substantial offers, this is what we would do.”
means;
“If the Republicans don’t totally capitulate to what we want, this is what we woulkd do.”
iow;
“Your money or your life.”
That is the defeatist position for sure. In November we have to clean that cockroach nest out. The new people have to strap on some balls and shut off the money. That is the way to control them. If we have a majority, then BO’s veto pen is worthless. It is time to stand up and retake this country. Repeal his executive orders, defund his czars, and put the country back on track.
Congress approves all that spending and then they stand around and point fingers at each other..it was your fault, no, it was your fault. The BS and partisanship has to stop and we need a functioning Congress. First step to control is to shut off the money. Starve out the parasites. Fund necessary operations but cut off BO’s budget. Cut off his czars budgets. Send them packing. Make BO submit a request each month for his next months allowance. Put that imposter in a Congressional cocoon.
The left should have Obama removed from office for “technical” reasons, get his name and signature eliminated from this Healthcare Initiative.
Start all over, I’m sure something positive for everyone will come out of it.
Tennessee has joined several other states in trying to pass a Health Care Freedom Act. NO COLAs for granny, retired Military or retired fed employees. BIG NEW fees for Tricare for Life retired over 65 Military's secondary health ins. (DOD bill already passed, delayed but goes into effect 2011)
New Dem mantra: Woof, woof eat dog food granny....ala let them eat cake.
TRI CARE FOR LIFE This from a google search:

This option would help reduce the costs of TFL, as well as costs for Medicare, by introducing minimum out-of pocket requirements for beneficiaries. Under this option, TFL would not cover any of the first $525 of an enrollees cost-sharing liabilities for calendar year 2011 and would limit coverage to 50 percent of the next $4,725 in Medicare cost sharing that the beneficiary incurred. (Because all further cost sharing would be covered by TFL, enrollees could not pay more than $2,888 in cost sharing in that year.)

Congress plans to block Tricare fee increases

Tricare fee increases imposed last week by the Defense Department will be repealed by a provision of the compromise 2010 defense authorization bill unveiled Wednesday by House and Senate negotiators.
Snip
The fee increases were announced on Sept. 30 and took effect on Oct. 1, but the defense bill, HR 2647, includes a provision barring any fee increases until the start of fiscal 2011.
Snip
Retired Army Maj. Gen. Bill Matz, president of the National Association for Uniformed Services, said the announcement of fee increases was shocking considering that the Obama administration promised earlier this year to hold off on any new fee Tricare fee increases until fiscal 2011.
President Obama and DoD assured NAUS and the entire military family earlier this year that there would rightly be no increases in any Tricare fees in fiscal 2010, Matz said. We took them at their word, and I cant believe that a co-pay increase like this was allowed to go forward, he added.
Bambi doesn't keep his promises...so buyer beware
there is nothing “defeatist” in my position.
even if the GOP retakes the House and Senate this November, there is NO WAY they will garner sufficient votes to override a presidential veto. This is civics 101.
With Brown and Bayh, the handwriting is on the wall for the democrats. The American people don’t want this monstrosity, and voting for it, if it passes, is political suicide.
I don’t think they will get 50 votes in the Senate. They may not get 218 in the House.
While voting for it if it passes is political suicide, voting for it if it defeated is not. My best guess is that the Dems in the Senate will play their political kabuki theater; they will make sure this is not a “reconcilliation” and that it is subject to filibuster, then let the GOP filibuster it. That way the GOP is “the party of no,” but the public doesn’t take out its anger on democrats for a bill that didn’t pass.
The dems get the best of all worlds. The GOP looks bad, they can appease their leftist masters, and they don’t face a backlash from angry voters.
Whats your hurry, Barack?
Zero got to pass Obama Death Care before we start impeachment proceedings...
Just a thought.
BTW, if we’re taking a straw poll about possible impeachment, mark me down in the “Yea” column (write the check mark rather boldly, thank you).
THROW THE RAT BA$TARD OUT ALREADY...I CAN’T TAKE THIS PAIN MUCH LONGER!!!!!
Well then, we must make sure that we DO have that majority. The entire House is on the ballot and 1/3 of the Senate...If not in 10, definitely in 12. None the less, if we have a majority, we can block almost all his efforts. There is still the power of the purse. Use it.
