...he has been breaking the law for a long long time... I'm with you. Why should his dealings with NASA be any different than any other part of his administration? Tax cheats, contract law, the Bill of Rights, birth certificates, TARP money, political bribes...

Hate to say this, but a “contract bid” is not a signed contract.
Government contracts, like with NASA, there is a termination claus-—if, after contract signing the contract is terminated, the government is liable for termination liability costs.
