If your electronics item is damaged by EMP, you will have to wait until a replacement can be manufactured. It is toast. It's not a temporary effect. It burns out circuitry inside semiconductor chips.

There are a few online researchers about EMPs who do NOT believe that EVERYTHING will be destroyed, so there's lots of debate, available via searches at google.

They will have to do more than announce it. They will have to test it, and they will have to do it such that the world can watch it being tested, and such that a satellite can verify it.
