It is a good thing California has found a use for all that surplus money it has.
It isn’t like they are cutting services to its citizens or trying to illegally raise fees and taxes. No way.

By the way...the 2007 UN IPCC report says there have been no increase in worldwide methane emissions. As a matter of fact...they have gone down.
