They are working on finding a way to turn the sirens off.Something's broken and the alarms went off. Fix what's broken and the alarms will probably go off.
Or, in the best scenario, hit the ON/OFF switch! They still have those in Kalifornia, don't they?

True story:
In the early 80s I lived in a small rural MO town of about 1500. They proudly published in the local papers that they had a grant for a weather siren. They got it installed.
A little while later, a severe tornado-producing storm approached. Oops. Someone made a mistake. They wired the siren into the regular electrical supply. The storm knocked out the electric -- and the siren.
After the storm, during repair, they put the siren on a power supply.
