Budget director (Peter Orszag) blames old computers for ineffective government

A big reason why the government is inefficient and ineffective is because Washington has outdated technology, with federal workers having better computers at home than in the office.

This startling admission came Thursday from Peter Orszag, who manages the federal bureaucracy for President Barack Obama.

The public is getting a bad return on its tax dollars because government workers are operating with outdated technologies, Orszag said in a statement that kicked off a summit between Obama and dozens of corporate CEOs.

“Twenty years ago, people who came to work in the federal government had better technology at work than at home,” said Orszag, director of the Office of Management and Budget. “Now that’s no longer the case.

“The American people deserve better service from their government, and better return for their tax dollars.”

The White House release that included Orszag’s comments said one “specific source” of ineffective and inefficient government is the huge technology gap between the public and private sectors that results in billions of dollars in waste, slow and inadequate customer service and a lack of transparency about how dollars are spent.

Obama is meeting with CEOs to solicit their views on how to improve the federal government with new information technology.

“Improving the technology our government uses isn’t about having the fanciest bells and whistles on our websites — it’s about how we use the American people’s hard-earned tax dollars to make government work better for them,” Obama said in a statement.

Obama had proposed the meeting in April. CEOs from Craigslist, Facebook, Microsoft, Adobe Technology and Monster.com are among those taking part.

“It’s time to bring government into the 21st century,” Orszag said. “Information technology has the power to transform how government works and revolutionize the ease, convenience and effectiveness by which it serves ...

Government services such as public schools are inefficient because they have little competition and are run for the benefit of government workers, not consumers.

Half of them don’t need computers. Remember years ago when secretaries were “in”. She took the place of 20 key peckers of today. Mucho time wasted via computers.

Not that government ~ this is the US federal government he's talking about. Can you imagine if we had, let's say, a competitor loose called the Confederation? They'd be shooting at each other ~ nothing would get done but collect double taxes!.

Orszag is correct though. US Government employees generally have better computers at home than at work BECAUSE:

1. Most federal agencies figured out how to turn disaggregated networks of PCs into a closed shop akin to the old ADP operations with their clunky tapes and punch-cards, where only jobs approved by ADP managers could be run.

2. All maintenance is now handled by private contractors who make their profits fixing up the old stuff and sticking with the high maintenance older technology. No one believes the employees about how antiquated their stuff at work has become.

3. All computer equipment purchasing is made by central "authorities" these days, so individual shops within the US government can't select "the best stuff for their purposes". You have to wait on the contractors to make a recommendation, and then for the ADP people, who usually have no connection with agency mission, to try to cobble together a massive procurement order.

There's a lot of other stuff I could name, but in general it's Orszag's own orders and acquiescence to old-fashioned "closed shop" operators that's gotten us to this situation.

Amazingly he's done this in less than a year. He could improve everything tremendously by burning all the rules he's approved since he got to DC. Probably help if he'd get rid of all the rules back to George Herbert Walker Bush in fact. Things were good then.

We had 35 staff people and over 20 secretaries and clerk-typists. Computers got us down to 30 staff people and no secretaries.

No idea where you worked but it wasn't in a typical or average government office.

Uh, if you bought your own computer and brought it to work in the typical government office you would not be allowed to hook up to the LAN, nor to take it home again.

Which is to say, don't be silly. The closed shop doctrine is in force everywhere which means individuals just can't do what they want.

Let Orsag know an abacus is not a computer. Maybe if he spent less time in the pants of every woman he dated he could figure out to utilize windows vista. First thing orsag the button on the computer turns it on, and there is a button on the monitor that allows it to be turned on too. Just remember the computer is only good as the operator whom is pressing the keys. There is a program from the video professor that teaches politicians how to operate the computer. Also there is a program available for preschoolers that will come to the office and allow for hands on training to teach the government employees and administrative officials how a computer works.

Now that my mind is working a little better he did vote against body Armor and most of the military budgets. The military has done quite a job in spite of people not wanting to give good tools.
