One of the better ideas Don Rumsfeld had as SecDef. Run a futures-based market on probable events. Greed will surely drive somebody with inside info to try and cash in, tipping their hand. Unfortunately do-gooder Libs killed this idea

They probably agreed with a lot of us here that it was immoral as it cheapened human life, undoubtedly would have a nearly infinite spectrum of horrific unintended consequences, would allow the terrorists to finance their own operations...
