I find it very interesting the term “reconstruction” is used in the opening sentence. Makes you wonder about the “fundamentally transforming America” talk.

BTW.....everyone knows what the reaction would have been if this had been proposed right after The Patriot Act had been passed.
In this political climate, however, the left will just say it's simply another point of view.

Shaping the environment before a conflict. That means rounding up the leaders of the opposition BEFORE the fighting breaks out. This is to help make sure that the opposition is as disorganized and leaderless as possible. It might also mean shutting down radio, phone and internet access to the area.
Of course the government would be the one instigating such a conflict in this case, blaming it on the radical right no doubt.
