If it was a dry run they would either use inert chemicals to see if their detonation procedures would go unnoticed or they would have real chemicals to test the airports' detection equipment but not try to set them off. If this was a test, they screwed up by trying to set it off because the security procedures they were testing will change and they publicly alerted their target in a way that could not be ignored.

Even blowing a plane out of mid-air could be ignored more without surviving witnesses and a willingness by the government to close their eyes and blame it on some random fuel tank problem.

PETN is an explosive not easy to handle, and it can be potentially unsafe, unlike military-grade plastic explosive e.g. Semtex, C3, C4 etc.
