If contingency plans were ever made at that point, President Bush can take the credit for them. He was still the President. In fact since Obama would not have had the chance to take the Oath of Office, I think that the highest person in the chain of command in Bush’s administration that had lived through that attack would have become President and would have kept the power in the time of national emergency.
