Question: Was Kerry acting on his own with this request or was it on the instructions of Zeroman’s administration? Or do we know?
If the former, I’d have to side with the administration a bit and maintain that sKerry has NO business going off on his own to meet with foreign govt’s.

Question: Was Kerry acting on his own with this request or was it on the instructions of Zeromans administration? Or do we know? Kerry had volunteered to go. The administration gave him permission. I don't know if they actually gave him a mission, though.
