Before that, Soto served 15 years in prison for strangling a homeless man under the Columbus Boulevard overpass over the Conlon-Whitehead Highway in Hartford in 1994. The guy had already served 15 years in the joint for murder, so I'm sure he knew the law of the jungle there.

After the Dems realized this guy could never be rehabilitated (i.e. turned into a Dem voter when he’s released), they determined that his time was up. As a dead person, he will vote Democrat every time.
